Hum, that definitely doesn’t look simple.
I’ll approach it as if it’s two different materials mixed together.
This is my take on it with a very crude test :
It is a starting point , but I’m not sure it’s a good base, since it feels a bit off, but better than nothing isn’t it ?

I’ve kept it simple so it’s easier to look into.
From there I’ll add more detail, maybe by using some photo based textures to make variations.

Well, these two materials aren’t same. First is some frosted glass with dirt or something like that, some kind of residue… whatever.
Second look as tinted glass, little frosted, again with some dirt - residue… and some stuff on bottom.
Like @sozap say, mix two or more materials, also both examples have cracks… so grab your knife and make couple
Also, can add geometry - particles on bottom, depending on viewing angle.
It seems necessary to express complex materials such as old traces of use and hard pollutants. There are ways to use pictures and there are ways to use professional materials.
