Is there no way to bring in nurbs surfaces to blender? Im modeling something in Rhino and I want to bring it in to blender without meshing it. Theres no IGES or 3DM? is there any other format?

For the time being, Blender’s nurbs aren’t really going to be able to handle all the nurb-types that are exported from Rhino. Probably because of that, and as far as I know, there is no way to import nurbs at the moment other than converting.
