I’m sorry for asking such a basic and dumb thing, but i just can’t find how to do this…
Moving the “object/edit” menu down like it was before 2.8
Did you have a search though the User Preferences ? 
Edit → Preferences → Interface → Editors → Header Position → Bottom

You can also right click over it and the option for flip to top/bottom is listed. But as @tricotou shows, you can save those settings so that you won’t have to right click/flip every time you open blender.
