Offset even doesn't work even after applying all transformations

I’m trying to offset even using the inset I on my keyboard, I have applied all transformations and my normals are correct. But I’m still getting this result of an even inset. I have also provided the blende file.

So what is the problem? To me the result looks just as expected.

The offset doesn’t look even if you notice the horizontal inset looks thinner than the vertical inset.

As it should, since horizontal faces are thinner than vertical. That option controls offset thickness, i.e. the rim.
