Project started as an agreement between three mega corporations and The Board. It main goal was to test ground - how would city-like structure function below the surface, without burdens such as [[REDACTED]] or “unions”.
Unlike other LC’s due to complications durning terraforming process it could only go so deep - around 23 levels, going deeper wasnt seen as commercialy viable. First two levels worked as climate control and air filtering/recirculation, information about other is insufficent. Each layer was manged by its own [[REDACTED]], which consisted mostly of representatives from each MC.
Its all now but abandoned - mostly effect of riots in lower levels but also resources running thin and test running its course. Few guard drones still patrolls the area, oblivious to all that happend. Few brave, or foolish enough, scrappers have been seen lurking around upper levels.
Neither The Board nor MCs seem to acknowledge its existence.
