Something has changed im my Blender but What ?

Now if i do Alt then mouse it is doing a rotation instead of a pan

where can i changed this back to a Pan ?

In the User Prefs window, View and Controls, Turn on “Emulate 3button mouse” and choose what you want under “Middle Mouse Button”.
