Parenting a vertex group of one object to another object?

Is there a way to parent a group of several vertices of object A to object B, so that when I pull back object A away from B, part of A’s mesh geometry is left connected to object B? The effect is like a slingshot where the band pulls back, but never gets detached from the sling.
