Please help me build blender. I'm having a bit of trouble.

My first question: i am not online at home, i have to use the local library to get stuff to my computer.
Do i need TortoiseSVN-1.5.3.13783-win32-svn-1.5.2, or is this simply a means of downloading, for example, this: https://svn.blender.org/svnroot/bf-blender/trunk/lib/windows/ and these https://svn.blender.org/svnroot/bf-blender/branches/ . i think.

Basically what i am doing now is going through this https://svn.blender.org/svnroot/bf-blender/trunk/lib/windows/ page by page saving everything.
Please, somebody stop me if i am wasting my time.
