Is it hard to create this in Blender?

You can use setup like this, but make sure you have about the same amount of points for each object

Can you please explain how the animation in the video works?

By the looks of it you have two target shapes and points scattered within. With the slider you can animate the interpolation between the positions of each point. That way they move from position A to position B.
