Poly Hair to Particle Hair Plugin?

I know there are plugs like Hair Tool that are used to generate mesh hairs from particle based hair. Is there anything that can do the opposite?

I know about HairNet but it doesn’t seem to be in active development and it doesn’t work with 2.8.

Is there any other option?

You can convert curves to particle hair too (dosen’t work in 2.8 yet - it wont work with any other addon too, since there is bug in blender itself):
