It’s not really a bug but there are a lot of reports about this, so I’m creating this to have a place to refer people to.
Character rigs made before 4.0 won’t work properly in 4.0 and beyond, since bone layers were removed. This is the nature of software development, especially the 4.0 release, which was a major version number increase indicating major compatibility breaks.
Converting every single character rig in the library to the latest Blender versions is an enormous, painful, and recurring task. There is currently no roadmap for this.
Community contributions here would be welcome. If anybody wants to update a given rig to work in 4.0 or later, you can share it here, and we can upload it to the website after vetting it. If you do this, please provide a description of the changes you’ve made. Make sure not to save the file with an unstable Blender versions (beta/alpha/RC), and the latest LTS version is preferred.

You probably misunderstood my post, no worries.
I was just forwarding the message from Demeter Dzadik (member of the Blender Studio but also a developer) namely: asking the Blender community to help them port the character rigs to a recent version of Blender (at least version 4.0).
Your email address isn’t necessary for me or for Demeter. If you’re interested in their request, the best approach is to send them a message here with the link to the rigs you’ve ported. You’ll need to host the files online (Google Drive, OneDrive, …) as their size will likely exceed the upload limit for the https://projects.blender.org website.
