Problems with uniformity

http://talent.adweek.com/gallery/the-making-of-Generative-street/3061965 This inspired me to try something similar within blender, my problem occurs when the particle system doesn’t emit uniformly and the particles shoot out at random (albeit, on average, even) times. I haven’t found a way to control this but one; if the mesh emitting only has a single vertex to emit from it will do so in the uniform manner that this result requires (x particles/second). But as soon as you turn off the “Random” check box in the “Emission” panel things just get wacky.
I was wondering if anyone had a solution for this that didn’t require a million vertices existing as their own mesh and still had ability to animate the result.
