Procedural bubbles on water surface

Spotted this pearl on Instagram. Im really interested in translating Houdini effects into Blender. I wanted to see if the community had any ideas on how to create these type of bubbles procedurally in Blender.

My first approach was following this tutorial. It looked cool, but cloth sims wouldnt be my first choice.

Well with the new simulation branch and index of nearest nodes particle systems have been easier to make even collisions .there are still some bugs and fixes to be made but unfortunately until that happens applying physics to dynamic/animated meshes will be extremely glitchy with the built in physics system . But the particular effect that you have chosen in your first video is pretty simple if you avoid ignore softbody deformation .
