over a cilinder (A), see my drawing. Is that possible, and how do I do it?

1 -you could uv map the plane on the cylinder
2 - you could use the shrink wrap modifier to wrap it around the cylinder

can you give a better description of this other object B
that you want to drape around the cylinder
is this a map or don’t know what it is?

If you want to drape, why not use the Cloth Simulation - http://wiki.blender.org/index.php/Manual/Cloth
You might also want to have a look at the retopo tool:
