Render layer suggestion

Afer a long time, I finally understand why it is necessary Render Layers / Layer / Exclude.
I’ve seen a tutorial that explains the other functions, but ignores exclude layers.
These are necessary because Layer / Scene are Associated with the layers of the 3D viewer, and the group of selected layers can not vary for each render layer. I think overall the treatment of render layers is unclear, for this reason it would be desirable to rethink its functioning for the next version.
In my opinion render layers should be completely independent of the 3D viewer layers. En mi opinion las capas de render deberían ser totalmente independientes de la del visor 3D. De este modo, las “Exclude Layers” no serían necesarias.

I would copy Maya’s behavior, but a minor update would be this.
