But this gave me reverse rig and very weak rig everywhere, even on tail, neck and head where are only central bones, i check model normals all are blue, bones names with .L .R .C at the the end.
Oh, sorry, I missed you saying in original post that your normals were the right way.
Odds are that the mesh or armature has unapplied, negative scale. This makes it so that the normals are essentially backwards, but Blender kind of lies about the facing in that case (here, it’s a little like a toddler that’s trying to help. Blender actually means well…)
The normals shouldn’t be backwards. But the scale is making them backwards, and then Blender is saying, “Oh, it’s just the scale!” and showing you blue instead of red.
Usually a good idea to apply scale (and rotation, and even location) on both armature and mesh objects before weighting.
