The final look uses basic materials and a Line Art modifier to achieve a cartoon-like appearance.

It is a Mega Man character actually!
It’s Astro Man from Mega Man 8, he also appears in Mega Man & Bass and he’s going to return in the upcoming Mega Man Dual Override!
I assume his return in Dual Override inspired this 3D model here.
