This is Rossa, my character I made in blender 2.79.
The materials and textures are cel shaded, meaning flat colors and two tone shading.
Process of sculpt and retopology. Hair was made in VRoid and exported as OBJ.
Also created custom rig and shapekey drivers for easier posing with Rossa.
Rendering engine is Blender Internal.
