Scaling/rotating selections in gimp?

I currently want to scale/rotate a free hand selection, but not whats already inside it.

Heres the selection:

heres what happens when i scale it down or rotate it:

as you can see, the color thats already inside the selection also scales down. is there a way to scale/rotate JUST the selection part and nothing inside it?

For all the operations Move, Rotate, Scale, Shear, Perspective and Flip, you can select what is affected at the top of the Tools Options panel: Image (or content of the selection), the selection border itself, or the path.
