Smooth Brush is creating noise and distortion.

I have been practise sculpting and i’ve encountered a problem thats stumped progress. Basically when i smooth an area of the sculpt it instead creates noise and distortion as if it is using a cloud texture. This started out as the brush was stuck in drag dots and to change it i had to reset the brush, however with resetting, the brush now creates noise instead of smoothing. See attached shots. Before and after.

these are the setting and the only other thing i have enabled is Dynotopo of 10.00px.

maybe the file got corrupted somehow. try opening a fresh blend, and appending your mesh object, then see if it smooths normally.
