No, you don’t have to change placement of origin.
Anyways, that is what you already did.
By default, snap base is closest vertex to target.
Indeed, if you select a vertex in edit to make it active, that is that active element that will be used as base in edit mode.
So, in object mode, active element is the object. So, that is its origin that is used to snap it, with active element as snap base. That is why GGeller is telling you to move the origin.
But that is not mandatory.
You can simply move the object with snapping disabled to make vertex of base and vertex of target close. And, then, you can make a second move where snapping is enabled.
Or you can use ability to indicate a custom snap base, by pressing B , after starting to move.
When B is pressed, object stops to move. You can mouse pointer over corner a little square indicates chosen snap base.
You repress B or do a left click to confirm snap base. Little square becomes white. You can move the object and snap it to target.
