In Blender 2.8 here. When I turn on snapping by clicking the icon or by typing shift tab and try to snap something onto something else, nothing happens and then when I exit the move operation I see that snapping is turned off. I just recently noticed that snapping will work if I hold ctrl, but I can’t keep snapping turned on. Is it supposed to be that way?
