Blender’s “softbody” simulation is old and not very good. It doesn’t work well on high resolution meshes and is more suited for lower resolution geometry. In this case, the webbing on the costume would make this even more difficult and would likely require the model to be surrounded by a deformation cage for any simulation to work well on it.
Anyway, softbody isn’t what you are looking for if you want to create wrinkles. Softbody is more for rubber or gelatin. Cloth would be more appropriate, with most of the mesh pinned, except a few areas that are allowed to be simulated and wrinkle. Though, I am not sure you could do cloth either on this mesh, not with the webbing being separate like this.
