Solidify for hollowing leaves artifacts. I don’t know why and I don’t know how to fix them.
I wanted to hollow at 4mm. The photo shows 10mm, but there are artifacts at even 2mm. Any guidance would be appreciated.

I don’t understand what you mean by Hollowing.
What are you trying to do? Are you merging those parts together for further sculpting?
You want the head mesh to have thickness, you mean? Is there a particular reason for that? (Just curious since most people don’t do that.)
When getting different thicknesses, my immediate reaction would be to check whether the scale of the mesh is not uniform (Object → Apply → Scale).
Artifacts can be caused by extra vertices floating around (Select all, Mesh → Clean Up → Merge by Distance to get rid of those. Adjust the distance carefully so you get all doubles but no more.).
Are all your normals pointing outwards? (Select all, Mesh → Normals → Recalculate Outside)
Solidify on complex forms can also result in artifacts because vertices might overlap when projected by the modifier, especially in tight corners.
Apply the Solidify modifier, then hide the back of the head in edit mode to do the repairs needed. You will have to manually remove the eyelids from the inside section and fill the gap, so it is smooth - the same with the line across the nose and any others.
It may be easiest to hide all the outer layer to work on the outside of the inner shell.
As always - duplicate the present mesh, so you have a backup if needed.
