What is the “specials-menu” (Wkey) in face-select-mode (Fkey) good for?

those are face darw modes for gameblender. the first group set each property ON, the second group set it OFF.

Is it for UV in general or only for games?

The W-key applies to the interactive side, use the U-key for mapping UV textures to the modeling side.
