Spin edges - pinwheel style

Feel free to correct my description. I’m not sure how else to describe it.

If you take a rod, stick it in the middle of a towel and spin it.

Take a mop, same thing.

Now, in Blender, add a solid, square, dodecahedron, poke it.

Now select the poked edges.

What I’m trying to do is rotate them - pinwheel style.

Even if the edges are subdivided, so that if I can figure out how to
do it, it would work, HOW do you do it?

Can it be done?

Just involves rotating rather than scaling.
