Strange CPU usage...

Hi there. I noticed some time ago situation with a strange use of the processor in certain situations. For example, after viewing a simple animation CPU speeds up to about 16%.
(Screen Recorder requires about 4% of the cpu) This state is maintained until blender is turned off:

Is this normal behavior?

I have an Intel Atom, when i use Blender the CPU reach 100% and Blender have 60%
