Is there any way to convert a sequence of targa images into an avi or similar format? And if not is there any way to convert a series of jpegs into an avi? Any help would be appreciated.

Get Virtualdub. (google search it) As long as the images are sequenced as in image_00001 etc you can open the first one and it will set the series. Then you can save as AVI.

Blender’s sequencer editor can do that too.
