Texture Paint: Brush discrepancies

When I paint in 3D I get a (unwanted) static noise/texture pattern across my Material. If I paint in 2d in the Image Editor I get a (desired) solid color. tmk I never put a Texture on this brush, and indeed have tried to verify that there’s no Texture on the brush.

So, what is going on here???
