That is not true. There are lots of spaces to collect feedback.
Devtalk forums were created, because they did not want to talk to users about development on Blenderartists forum or other Blender communities.
And what they don’t want to talk about on devtalk ; they talk about it on chat, on their favorite social network.
And when they want to archive an issue, they ask user to to create a bugreport on projects.blender.org or they create themselves a task about it.

The issue is not that there is no good space. The issue is that they do everything to avoid to collect feedback, they don’t want to hear about.
The issue communication is an issue of will to communicate.
They know that a change will have impact and they choose to keep it silent, as a commit small sentence in commit description ; when they could create a thread on devtalk and collect feedback before committing.
