I’m learning blender by reading books.
My legs slipped through my skirt when I made my character walk.
I selected the leg bones and weight painted them against the skirt. The skirt moves slightly following the leg, but when the heel is raised, it slips through for a moment. Can’t it be helped from the shape of the skirt?
It looks like you have skirt (“cloak”) bones. Pose the skirt bones so it looks okay.
If you want this to happen automatically, in a reasonable way, then consider using physics on the skirt instead of trying to do it all with bones.
Maybe what’s confusing you is that the side of the cloak is all red, so shouldn’t it be moving fully with the leg? No, because weights are relative, and it has other weights as well. To make a vertex move fully with a bone, you have to both weight it to that bone and also remove other weights on it. (However, you probably don’t want to just the weight the whole thing fully to the leg anyways. You need those cloak bones.)
As you said, I adjusted the weighted cloak bones to the appropriate positions.

There is no special line in CG where things are permissible or impermissible. Is it good enough for you? That is the only question that can be answered, and only you can answer it.
Yes. In this case, using physics will get you more realistic motion than just using an armature.
It seems to be good to rely on physics calculation when it does not go well with bones. It turns out I need to know about physics.
