My first thought was that this looks like a Maria Dimova. So you nailed that. I love the minimal color and over all simplicity of the composition.

I use Gmic to brushify the skin texture. Not really a big use !

G’MIC is an open source framework for image processing. There’s a command-line tool, and there are plugins for various other software, including the GIMP.
