How can I make a basic floor tile that either looks 3d or is 3d without actually modeling the separate tiles, is it possible with bump maps or normal maps or anything like that?
Try Maxwell render, you have to register (free) but it’s worth it.
They have a good selection of floor tiles there.
You can do high poly to low poly normals baking. It doesn’t take too much practice. You can read about it in the release notes for one of the recent releases.

You might want to add a bump map or displacement modifier.
