Twisted Arm Bone

My bone is twisted backwards. At least, I think that’s why the mesh has been twisted this way.

How do I turn it 180° around? I can’t use the IK constraint because my arm would bend the wrong way. And if turning it 180° around isn’t the solution, what do I do to untwist my mesh? It twisted this way when I gave the upper arm bone weight to that area.

The reason is your pole angle. But it also looks like your IK chain is straight, and it cannot be. Model limbs slightly, naturally bent, and then place your bones appropriately so that they’ll also be bent, and Blender will use the direction of the existing bend to determine how the IK works.
