Find out that retopo didnt snap to the widest part of belt. Snap works on other objects. How to fix?
Works great, your low poly mesh just needs more loops to be able to shrink wrap with the level of precision you want 
Turns out the problem was that the belt edge normals were fliped. Thanks for the reply.
