What exactly do you want to do with it in Blender?
I mean, you could do an Import Images as Planes. That would give you this image on a flat plane.
Do you want to make this into a 3D model? Grease pencil drawing?
You could use this as a background image to model from. You could camera project this image onto a rough model. You could use the black and white image as an alpha channel for transparency.
What’s your goal?
