Find this python file "space_toolsystem_toolbar.py"
in this blender directory: "blender-2.80.0-git.3539cd38a454-windows64\2.80\scripts\startup\bl_ui"
Open the file in a text editor like notepad++ or even blender’s text editor…
Find the section where the code was removed and add that back. (line 1974 or so)
This is the code:

Now save the file…
Launch blender… and the boy is back…
