What are the best topology remesher addons for blender? I have tried Quad Remesher and it is pretty good. Are there any better remesher addons? are there any external .exe programs that do way better remeshing than blender python addons?
Quad Remesher is your best bet. You can try 3DCoat, I think they offer a trial version.

thanks for the confirmation. yes quad remesher has indeed very impressive results. i just needed to know if that is still the best addon out there to date. im just a bit puzzled why quadriflow remesher has very terrible results. Do people actually still use it?

Try searching the forum for remeshers. There were couple in-depth discussions about these tools where people provided meshing tests with various tools.
