I would try using a noise texture.

Agreed - a glossy node with a bit of roughness (0.3) and a noise map run through a colour ramp node to give different shades of grey - and through the displacement input to give a little bit of bump.

Looks like sandblasted surface before anodizing (that’s why such ‘noise’). Anodizing creates very thin layer on top.
