as a beginner should I use a car rig addon or a manual rigging method? which ever is helpful for my skills and knowledge please suggest.

As a beginner, I would say start with a tutorial on a simple rig like turn front wheels and rotating when moved… and learn the rigging principle first ( as well as some of the other properties and how to use Blender along the way…)
Once you have tried it manually, then you will have a better understanding of how to do it with an add-on, without a basic knowledge of rigging, then when the addon fails you will know how to fix it, or at least, how to ask the correct question to get help!
