But you can, as long as you use paint brush with Shift 
In fact I’m not sure if it’s possible to smooth both at the same time at all.

Okay. Nevermind then. I really thought it would use the regular smooth brush by default throughout the entire sculpt mode.
There is, it is the same as texture paint mode, you do need to make your own library of brush textures. Blender does not come with default textures for paint brushes.
The options for painting with textures (brushes are textures) are in the N panel under “Tool” and at the top tool options bar.
