When I shut down blender it does not shut down and my computer freezes

I have to shut the computer down with the power switch on the back of the computer. Capture I am missing this dll. How do I get a replacement? Thanks

This is using 2.91.2. I had to shut off autosave to prevent the computer from freezing up while I was using blender. Today I had to switch from optix to cuda because my gpu rendering stopped working and a 10 minute render took 2 hrs and 45 minutes. I rolled back my Nvidia driver to 460.89 and I will see if that helps, but it did not prevent my computer from freezing on shut down.
