Why are there duplicated function in Blender ? (Picture with Bounding Box explaning my question)

Hi Bracer,
Both menus do the exact same thing. Often times functions are duplicated across UIs for convenience.

A lot of people use hotkeys, which won’t display the tool options in the upper left.
