Why Blender outliner has shift / control inverted!?

Hello, why did they do this: in 3d viewport I have to hold shift to select multiple objects one by one, but in outliner control does the same, while shift is for drag select. This is bugging me. Is there an option to make outliner work as 3d viewport!?

You can swap the keys assigned or switch the extend/extend range options should also work:

Devs should make check box for it, as they made pad for MMB.
