Why do most brushes suck with a low poly count?

besides from the grab brush.

Because brushes work by displacing the geometry of your mesh. Can’t displace what isn’t there. Sculpting and low poly don’t go well together

Sorry, while I agree with the rest of your post, I can’t with this. There are cases where sculpting is great for low poly. Think of terrain for an example.

Yeah, that’s true. It all depends on the use case. My initial post was based on the assumption that OP was talking about character sculpting
