why is only one flag waving?

and will the wind on the left on affect the flags on its right?
i hope to have 4 rows of 4 flags.

It is probably a compatibility bug related to cache system and how objects have been created.
I don’t know. It is hard to say. I did not manage to reproduce from scratch.
But it is easy to solve, you just have to bake cloth for moving flag and then, it works for the others.
