why do not I find all these add-ons in my “workspace addons” panel?

you said it yourself blender 2.8 alpha, addons arent yet ported to 2.8 that work starts at september.
I understand it’s an alpha version, but I do not understand the reason for that difference between two identical versions. Could it be an inactive option?
Again, because is an alpha and things doesn’t work like they should. Some of people here from few weeks can’t even open blender, because it crashes all the time. Addon from now on are disabled as far as I know, so just wait untill beta or RC.
Addons were disabled in preparation for updating the Python API. They’re aiming to have it finished in September. See this blog post for details.
