That Cut Faces tool is actually an add on.
I’m not saying that Blender’s interface is perfect (certainly not) but in this particular case it depends on the creator of the add-on
Probably just within the release download, I do not think I have installed one though.
maybe just activated some of the extra tools.
but for blender interfac as not “perfect” that is a different story, doesn´t have much to do with what tool we can use for creating the edgeloop.
I have just mapped it to the “l” key so it creates a loop similar to when I use lightwave, so I can use both and the key command does the same thing, though with lightwave´s connect tool, it also can cut an edge and split with a point, and connect points to split faces, but there this tool isn´t made for that, you need to use “f” to create polys for that.

I already have the cut faces, so what is it that gives additionally?
I haven´t installed any script additionally for this, not intentionally, it has to be included with the blender release of 3.6
And I can not see it in any search for the addons either.
So mine has been there, cut faces in the face menu.
