There’s a very simple fix to make Blender easier to learn. Just add a custom UI feature in the preferences, so users can select a preset UI with only like 8 essential modeling tools. It doesn’t get rid of features, it just hides them to make it easier for beginners to learn. Even experts can benefit from a clutter-free viewport. Here’s a feature request I made for custom UIs.

I assume that the template system they added in 2.79 can do this. It was developed as part of an old project called “blender 101”, that looked to simplify the interface for kids who were interested in 3d (work on the active tool system supposedly started as part of that project too). Look at what could be changed in the old blender pro template.
