Can I scale the object with the part of it?

Can I scale this object by applying the length of the red line?

When I know the dimensions of only small parts and don’t care about the size of whole object, how can I scale it accurately?

“Exact Edit” addon should be of help to you:

As far as default tools are concerned, you can enter exact size in units to Dimensions field (N panel - Item - Dimensions) and its scale multiplier will be recalculated accordingly. It may not give exact result that you want if the object’s origin is outside an actual mesh (Dimensions are calculated for bounds of the mesh vertices)

Hi there,
I usually go by manual calculation in Blender. Multiplying, dividing, mostly calculating linear relationship.
I admit, I am not exactly sure about your plan, but you should be able to calculate any percentage based on linear relationship, and simply re-size based on that number. :blush:
